                                  Resolution of the International scientific and practical conference called
                                             “Holodomor 1932-1933: losses of the Ukrainian nation”


The conference was held on
October 4, 2016 in Taras Shevchenko National University of Kyiv. The conference
was organized jointly by the National museum “Holodomor Victims Memorial”, the Maksym Rylsky Institute of Fine
Arts, Folklore and Ethnology of the National Academy of Sciences of Ukraine, the Mykhailo Hrushevsky Ukrainian
Institute of Archaeology and Source Studies of the National Academy of Sciences of Ukraine, the Public Committee
for the Commemoration of the Victims of Holodomor-Genocide 1932-1933 in Ukraine, the Association of Famine
Researchers of Ukraine, the Vasyl Stus All-Ukrainian Society “Memorial”, and the Ukrainian Genocide Famine
Foundation (Chicago, USA).    

During three plenary sessions of the conference there were 33 papers presented different aspects of losses of
Ukrainian nation because of genocide committed by communist occupation regime headed Joseph Stalin.

The key issue of the conference was the problem of demographic losses of Ukrainian nation during Holodomor-
genocide 1932 - 1933, which is not solved yet and still controversial. Despite the fact, that the Ukrainian
historiography especially Ukrainian Diaspora is based on documents of foreign diplomats, scientific researches
newly declassified archival documents and published testimonies of contemporaries, calculates Holodomor losses
from 7 to 10 million people, some researchers and demographers referring to Moscow archives and outdated
research studies, defend the figure of 3.5 - 3.9 million victims.

The analysis of experts’ estimates of demographic losses of Ukraine obtained by the M. Ptukha Institute of
Demography and Social Studies of the National Academy of Sciences of Ukraine was discussed by the conference
participants. They issued that data used by the M. Ptukha Institute of Demography and Social Studies of the
National Academy of Sciences of Ukraine is incorrect and relative because their calculations were based on the
basic data taken from All-Union census of 1937 and 1939, which were falsified. Also, in their researches they used
starting population figures of Ukrainian SSR as 31.7 million people which could not be correlated with the published
in 1933 Soviet statistical and economic directories in all regions of USSR. According to the directories there were 32°
680,7 thousand people all together and 25°553,0 thousand peasants  among them. The conference issued that the
number of Holodomor victims is reduced as it was based on the incorrect calculations. In same papers the using of
definition "over mortality" by demographers to determine the actual number of Holodomor victims (3 942.5
thousand) was criticized.  Some participants of the conference also claimed the demographers statement about non-
consideration 1 606 800 people died in that time like due to natural factors and demographers’ insistence on the
finality of their calculations.

The conference issued:

1. To consider scientifically proved for today losses from the Holodomor-genocide during 1932-1933 at least 7
million - in the USSR and 3 million - outside the USSR: the Kuban, the Central Black Earth region, the Volga region
and Kazakhstan.  To recommend for educational institutions, museum institutions, media, and diplomatic corps to
use these quantitative index in the educational and informational work, in which were included all the victims of the
Holodomor.

2.  To continue researches of losses due to genocide of the Ukrainian nation, to call expert demographers to work
more closely with historians and adjust the calculations, also based on newly discovered historical archival
documents.

3. To suggest scientific community to use definition "communist occupation" for the nature of Bolshevik political
regime established in Ukraine in the early 1920s.

4. To address to the Security Service of Ukraine with a proposal to extend the investigation on fact of genocide in
Ukraine in 1932 - 1933 in order to find the direct perpetrators and clarify its consequences.

5. For Organizing Committee of the conference to continue its work for preparation and conduction of scientific and
practical seminar about methods of archival sources searching, about the losses of the Ukrainian nation, inviting
local and foreign demographers on the first half of 2017.

6. To address Ukrainian Institute of National Remembrance and the Institute of History of NAS of Ukraine to organize
in 2017 international scientific conference about  Holodomor of 1932 - 1933 in Ukraine and Great Famine in
Kazakhstan.

7.  To suggest to the Ministry of Education and Science of Ukraine:
    • to organize the preparation and publication of specialized collection based on additional search and    
      researches of archival documents collections about mechanism Holodomor-genocide crime in Ukraine;
    • to provide funds for state order publication of scientific researches of Ukrainian demographers of 1920 - 1930
      (A. Khomenko, K.Voblyi, J. Korchak-Chepurkivsky), works of Western and Ukrainian Holodomor researchers;
    • to involve in improvement of History of Ukraine text books for secondary school and higher education
      institutions the Holodomor researchers –participants of the conference V.Marochko, V. Serhiychuk, A.
      Zinchenko, J. Kalakura;
    • to pay attention to the inadmissibility and prematurity of implementing to the External independent testing of
      quantitative index for demographic Holodomor losses 3.9 - 4.5 million people as final due to research
      incompleteness.

8. To address to the Cabinet of Ministers of Ukraine with a propose of annual predictions in the State Budget of
Ukraine for construction of the main assembly of the National Museum "Holodomor Victims Memorial " - a building to
place the museum exhibition to its completion and to conduct statutory activities to preserve the memory of
Holodomor- genocide.

9. To address to the Ministry of Foreign Affairs of Ukraine to intensify work with governments and parliaments of
foreign countries to recognize the Holodomor as genocide.

10. To address to the Presidential Administration of Ukraine to support the results of public discussion, held on
September 8, 2016 at the National Museum "Holodomor Victims Memorial" to change the name of the annual
national memorial day from “The Commemoration Day of Holodomors victims” to “The Commemoration Day of
Holodomor victims” 1932 - 1933 - genocide of the Ukrainian nation and mass artificial famines of 1921 - 1923, 1946
- 1947 years.”

about 7,000,000 Holodomor victims in 1932-
1933

 
The problem concerning demographic losses of
Ukrainian nation during the Holodomor-genocide
1932 - 1933 the modern science has not solved
yet. Despite the fact, that the Ukrainian Diaspora is
based on documents of foreign diplomats and
scientific investigations, calculates Holodomor
victims from 7 to 10 million people, some
researchers referring to Moscow archives, defend
the figure of 3.5 - 3.9 million. Nevertheless, the
Ukrainian historians have already discovered new
archival documents that give reason to believe in
much larger number of victims. It is told about the
results of rural census of the second half of 1931,
where the total population in the context of all areas
of Ukrainian SSR was indicated. On the 1st January
1932 the Office of the Council of People's
Commissars published the results in the Guides of
main statistical and economic indicators of
management in all regions: the total population of
Ukraine was 32,680,700, among them - 25,553,000
thousand peasants.

In order to discuss the demographic losses of
Ukraine during 1932-1933, the International
scientific and practical conference called “The
Holodomor of 1932 - 1933: losses of Ukrainian
nation” was held on October 4th 2016 in  Taras
Shevchenko National University of Kyiv. National
Museum “Holodomor Victims Memorial”, Maksym
Rylsky Institute of Art Studies, Folklore and
Ethnology of National Academy of Sciences of
Ukraine, Mychailo Hrushevsky Ukrainian Institute of
Archaeology and sources of National Academy of
Sciences of Ukraine, the Public Committee of
commemorating the victims of Holodomor-genocide
1932 - 1933 in Ukraine, Association of researchers
of famines in Ukraine, Vasyl Stus All-Ukrainian
Society "Memorial" and Foundation of Ukrainian
Holodomor-Genocide (Chicago, USA) became the
co-organizers of the conference.

There were three plenary sessions of the
conference where 33 researchers presented
different aspects of losses of Ukrainian nation
because of genocide such as direct demographic
loses, cultural, spiritual, mental and others aspects
on the territory of the former Ukrainian SSR, but
also in regions of compact living of Ukrainians
including  Kuban, Central Black Earth region and
Kazakhstan.

Professor of Taras Shevchenko National University
Volodymyr Serhiychuk dedicated his report to the
real demographic losses of USSR in 1932 - 1933
based on the newly discovered archival documents.
In his speech he stressed out the incorrectness of
evaluation of Holodomor victims by the experts of M.
Ptukha Institute of Demography and Social Studies
of National Academy of Science of Ukraine who
insist on their published results in 3.942,5
thousands of Holodomor victims.

Using materials of fabricated All-Union census of
1937 and 1939 by the researches of M. Ptukha
Institute of Demography and Social Studies might
not be correct and caused warning. According their
calculation on January 1st, 1932 the population of
Ukrainian SSR in amount of 31.7 million people
could not be correlated with the published Soviet
statistical and economic base date. As it was one
million lower than in real. According to the speaker’s
estimates, the definite losses were at least 7 million
in the Ukrainian SSR and 3 million people abroad.
Doctor of History Vasily Marochko, who is one of the
leading researchers of the Institute of History of
National Academy of Science of Ukraine, came to
the similar conclusion. In his speech he explained
the figure in 7.4 million demographic losses based
on the documents from Ukrainian archives and
materials from Kremlin “special folder” which he was
able to work out.

Regardless Ukrainian researchers Askold Lozinski
Doctor of Law (New York), the Chairman of the
Ukrainian Free University Foundation announced
the same figure in his report.

Director General of National Museum “Holodomor
victims Memorial” Olesia Stasiuk, Ph.D. emphasized
on the immorality of underestimation by the
researches of M. Ptukha Institute of Demography
and Social Studies the total number of victims of
natural mortality in 1.606,8 thousand people, as
they also died in the terrible conditions of starvation.

The famous lawyer of international affairs, Doctor of
Law Volodumur Vasulenko also criticized the
method of counting the victims of Holodomor-
genocide used by already mentioned Institute of
Demography. A deputy director of the Ukrainian
Institute of Education of Ukraine, Doctor of History
Arsen Zinchenko stated that the food policy of
Bolshevik regime was initially aimed on the
destruction of the Ukrainian nation, stressing on its
occupational character.

The delegates also had an opportunity to interact
with the professor of the L. Gumilev Eurasian
National University Ziyabek Kabuldynov (Astana,
Kazakhstan). Telling about Kazakhs starvation, he
informed about Holodomor of Ukrainians on the
territory of Kazakhstan.

The resolution of the conference notes to consider
the basic data used by the M. Ptukha Institute of
Demography and Social Studies of National
Academy of Science of Ukraine counting the victims
of Holodomor-genocide 1932 - 1933 incorrect;
instead it’s recommended to use population figures
as of the 1st January 1932, obtained using the
materials of All-Union agriculture

The participants of the conference appeal to the
Security Service of Ukraine with a proposition to
extend the investigation about the fact of committing
in Ukraine in 1932 - 1933 genocide in order to
establish its direct perpetrators and clarify the
effects of Holodomor.

The conference certified: scientifically established
loses of Holodomor 1932-1933 in the Ukrainian
SSR were at least 7 million people and outside the
borders of USSR - at least 3 million. Therefore, it is
recommended to use 7 million as the number of
Ukrainian losses from Holodomor-genocide in
Ukraine and 3 million in Kuban, the Central Black
Earth region, the Volga region and Kazakhstan for
educational institutions, museum institutions, media
and diplomatic corps.

кількість жертв Геноциду проти Українства


Науковцями доведено, що найменша кількість жертв
Голодомору –7 мільйонів.

Проблема втрат української нації під час Голодомору-
геноциду 1932 – 1933 років наукою досі не вирішена.
Попри те, що в українській діаспорі на підставі
документів іноземних дипломатів і наукових розвідок
окремих дослідників кількість жертв називалася від 7 до
10 мільйонів осіб, частина дослідників, спираючись на
московські архіви, обстоює цифру 3,5 – 3,9 мільйона.

Разом з тим українські історики вже ввели до наукового
обігу нововиявлені архівні документи, які дають підставу
стверджувати про значно більшу кількість жертв.
Зокрема, йдеться про матеріали сільського перепису
другої половини 1931 року, де зазначена загальна
кількість населення в розрізі всіх районів УСРР. Ця
кількість станом на 1 січня 1932 року була оприлюднена
Управлінням справами Ради народних комісарів УСРР в
Довідниках з основних статистично-економічних
показників господарства районів усіх областей: 25553,0
тисячі селян, при загальній кількості населення України
32680,7 тисяч.

З метою обговорення проблеми втрат Київському
національному університеті імені Тараса Шевченка 4
жовтня відбулася Міжнародна науково-практична
конференція «Голодомор 1932 – 1933 років: втрати
української нації», співорганізаторами якої стали
Національний музей «Меморіал жертв Голодомору»,
Інститут мистецтвознавства, фольклористики та
етнології імені М.Т. Рильського НАН України, Інститут
української археографії та джерелознавства імені М.С.
Грушевського НАН України, Громадський комітет із
вшанування пам’яті жертв Голодомору-геноциду 1932 –
1933 року в Україні, Асоціація дослідників голодоморів в
Україні, Всеукраїнське товариство «Меморіал» імені В.
Стуса та Фундація Українського Голодомору-геноциду
(Чикаго, США).

На трьох пленарних засіданнях конференції виступило
33 дослідники, які представили різні аспекти втрат
української нації від злочину геноциду: прямі
демографічні, культурні, духовні, ментальні, і не тільки
на теренах УСРР, а й у місцях компактного проживання
поза її межами, зокрема на Кубані, в Центрально-
Чорноземній області й у Казахстані.

Реальній оцінці демографічних втрат УСРР у 1932 –
1933 роках на підставі нововиявлених архівних
документів була присвячена доповідь професора
Київського національного університету імені Тараса
Шевченка Володимира Сергійчука. Зокрема, він
наголосив на некоректності підрахунків експертів
Інституту демографії та соціальних досліджень імені М.
Птухи НАН України, які наполягають на остаточності
оприлюднених ними результатів – 3.942,5 тисячі жертв
Голодомору. В першу чергу сумніви викликають
використані ними за основу базові дані, взяті з
матеріалів сфальсифікованих всесоюзних переписів
1937 і 1939 років. Відправна цифра населення УСРР
станом на 1 січня 1932 року в кількості 31,7 мільйона
осіб також не корелюється з опублікованою у
статистично-економічних збірниках і є меншою майже на
один мільйон. Згідно з підрахунками доповідача, реальні
втрати становлять щонайменше по УСРР 7 мільйонів, а
за її межами – 3 мільйони.

До аналогічного висновку дійшов і провідний науковий
співробітник Інституту історії НАН України, доктор
історичних наук Василь Марочко, якому свого часу
вдалося опрацювати документи «Особой папки»
Кремля. Спираючись на них і документи з архівів
України, він оприлюднив цифру втрат в УСРР у 7,4
мільйона осіб.

Незалежно від українських дослідників цю цифру озвучив
у своїй доповіді Голова Фундації Українського Вільного
Університету, доктор права Аскольд Лозинський (Нью-
Йорк).

Генеральний директор Національного музею «Меморіал
жертв Голодомору», кандидат історичних наук Олеся
Стасюк наголосила на аморальності невраховування в
загальній кількості жертв природного рівня смертності
1.606,8 тисячі осіб, оскільки вони також померли в
умовах жахливого голодування.

Відомий правник-міжнародник, доктор юридичних наук
Володимир Василенко також критично поставився до
методики підрахунку жертв Голодомору-геноциду, що
використав уже згаданий Інститут демографії. А
заступник директора Інституту українознавства МОН
України, доктор історичних наук Арсен Зінченко
ствердив, що продовольча політика більшовицького
режиму з самого початку була спрямована на знищення
українства, наголосивши на його окупаційному
характері.

Учасники конференції мали можливість спілкуватися з
професором Євразійського національного університету
імені Л. Гумільова Зіябеком Кабульдиновим (Астана,
Казахстан). Розповідаючи про голод казахів, він
інформував і про Голодомор українців у Казахстані.
У резолюції конференції зазначається, зокрема, вважати
базові дані, які використовує Інститут демографії та
соціальних досліджень імені М. Птухи НАН України при
підрахунку жертв Голодомору-геноциду 1932 – 1933
років некоректними, натомість рекомендується вживати
показники кількості населення станом на 1 січня 1932
року, одержані за матеріалами Всесоюзного сільського
перепису 1931 року, та враховувати нововиявлені архівні
документи щодо Всесоюзного перепису 1937 року.

Також учасники конференції звертаються до СБУ з
пропозицією продовжити розслідування за фактом
вчинення в Україні у 1932 – 1933 роках злочину геноциду
з метою встановлення його безпосередніх виконавців і з’
ясування наслідків Голодомору.

Конференція констатувала: науково встановлені на
сьогодні втрати від Голодомору 1932-1933 років
становлять в УСРР щонайменше 7 мільйонів і за
межами УСРР – щонайменше 3 мільйони. Тому,
рекомендується освітнім закладам, музейним
установам, ЗМІ, дипломатичному корпусу вживати
показник кількості втрат українців від цього злочину – 7
млн в Україні, та 3 млн на Кубані, в Центрально-
Чорноземній області, Поволжі та Казахстані.
